This is big news.

It looks like there will be a lot of ground to cover at the BCAC November meeting. The proposal is to discuss:

 

  • Scope, direction, and goals of the Active Transportation Master Plan
  • Input, direction, and feedback for the Active Transportation Master Plan
  • Consideration of “signature projects”
  • Any potential barriers to achieving a connected network

Committee will receive Public Works Information, dated August 19, 2016, regarding the Implementation of Bicycle Lanes on Balmoral Drive. A report is included. The name of the report itself is a bit misleading. The report indicates the installation of “urban shoulders” — a space that is legal to cycle in, but also to park in. The idea is that they can be upgraded later to bicycle lanes if residents support it. In the meantime, this installation could be useful in connecting the new Dixie Rd. multi-use pathway to the recreation trail leading to Clark Park, toward Bramalea City Centre.

Lisa Stokes, Member, is proposing correspondence regarding Community Rides – Draft Thank-you Letters to Peel Regional Police Participants.

Kevin Montgomery, Co-Chair, is requesting discussion on Cycling Infrastructure in the vicinity of Turner Fenton Secondary School. Turner Fenton recently installed a new entranceway from First Golf Blvd. Kevin has noted in an email that First Golf Blvd. is listed as a candidate for cycling facilities, and wants to know if building that facility, or improving the pedestrian experience, was considered to reduce automobile use.

There will be a verbal update from Nelson Cadete, Project Manager, Active Transportation, Planning and Development Services, regarding the 2016 Bicycle Friendly Community Application

There will be a presentation by Dayle Laing, Committee Member, about learnings from the Ontario Bike SummitDayle has included an impressive slide deck, which has many photos taken from her exploratory ride of Toronto cycling infrastructure.

After that, there will be a presentation from J. Spencer, Manager, Parks and Facility Planning, Engineering and Development Services, Planning and Infrastructure Services, about updates to the Parks and Recreation Master Plan. There is a slide deck included in the agenda for this presentation. The City of Brampton wants to spread the word about updates to the PRMP through its various Advisory Committees.

Other/New Business/Information Items

The Minutes from the Infrastructure Subcommittee – April 13, 2016 meeting will be considered, and are also included in the agenda. Included with the minutes are 2 recommendations to be brought forward to the committee for consideration:

  1. Expressing opposition to a motion passed on March 7, 2016 to consider the Etobicoke Creek Valley for an LRT.
  2. That the email address “cycling@brampton.ca” be added to the Metrolinx HLRT Stakeholders Mailing List for project updates.
    (The HLRT route has an Active Transportation component within the Complete Streets design)

Kevin Montgomery, Co-Chair, has requested a discussion about Provincial Cap and Trade – Cycling Infrastructure Funding*. The discussion is about whether or not to pass a motion to support Share The Road’s recommendation that “the provincial cap and trade program be leveraged to provide $200 million for cycling infrastructure across Ontario over the next 4 years.” Included is the original letter from Share The Road that was sent to Honourable Glen Murray, M.P.P.

*As of May 16, 2016, it seems this will soon be approved with “$200-million to build more cycling infrastructure, including curb-separated bike lanes and bike parking at GO stations.”

Reports/Updates

Committee will be hearing a verbal update from J. Mete, Landscape Architect, Planning and Infrastructure Services, on the Franceschini Bridge Project Status – Update for Brampton Cycling Advisory Committee.

This project is now in the detailed design stage. Minor repair/restoration work will be needed, as well as safety and aesthetic improvements including railings to cyclists’ height, lighting, and fencing/gates to improve access. More details are included in the agenda, including these amazing renderings.

 

Committee will hear an update from Dayle Laing, about Safe Biking Event – Brampton County Court SNAP (Sustainable Neighbourhood Retrofit Action Plan), followed by an update Nelson Cadete, Project Manager, Active Transportation, re: Motion to the Ontario Ministry of Education Regarding Cycling Education.

Alina Grzejszczak, Committee Member, will be presenting a CANBIKE Instructor Course Update. There is a report attached to the agenda as item 7.1.

There will be a discussion at the request of Gaspard Ndayishimiye, Member, about Transformation of Maintenance Strips into Cycling Lanes.

Kevin Montgomery, Co-Chair, has requested a discussion on Proclamation Request Forms, and a Motion for Co-Chair(s) to send a Proclamation Request. An email has been attached with more information. So far, the list of Proclaimations being considered are:

  • Community Ward Rides
  • Bike To Work Day and Bike Month
  • Bike The Creek

Additionally, Kevin has requested a discussion on Bike Month. The Bike Month website is missing Brampton’s logo. Kevin is proposing a motion for the City of Brampton to supply an appropriate logo to Bike Month website organizers, and for the Programs Subcommittee to work with Brampton staff and Walk and Roll Peel to organize a Bike To Work Day event.

The Policy Subcommittee has submitted the minutes from their meeting on February 14, 2016 (7.3). This Subcommittee will be working to find systemic problems that inhibit cycling in Brampton.

The Programs Subcommittee has submitted the minutes from their meeting(s) in January (7.1-1). They’ve worked hard to prepare this year’s first Community Rides. Check out the attached calendar to start saving the dates! (7.1-3).

At the requestion of Nelson Cadete, there will be a discussion on Registration and Selection of two Cycling Advisory Committee Members to attend the Ontario Bike Summit. The Ontario Bike Summit is an opportunity to attend workshops and sessions, and meet advocates, program coordinators, and politicians that effecting cycling decisions around Ontario, Canada, and North America.

Kevin Montgomery (that’s me!) has requested a discussion on the Hurontario Light Rail Transit – Connection to Metrolinx-built Bike Lanes and Local Cycling Infrastructure. If you weren’t already aware,  “The Hurontario-Main Street corridor is being designed to accommodate bicycle lanes and bike paths from Mississauga to Brampton.” In October 2015, Brampton Council voted to stop the LRT route at Shopper’s World at Steeles Ave.

The questions Kevin has are:

  1. Will they (cycling infrastructure) connect at Bartley Bull Parkway, or to Pathway on Steeles, east of Hurontario/Main?
  2. Can they connect to McMurchy Avenue instead?

The weather is getting cooler. Even if you plan on putting your bike away for winter, there is still much happening to encourage cycling in Brampton. The Cycling Advisory Committee Agenda for November 19 is online.

 

Delegations

There will be a delegation from Margie Chung, who is Principle Planner, Sustainable Transportation with the Region of Peel about the Region of Peel Active Transportation Plan – Implementation Plan and Update. There will be material distributed before the meeting, so we encourage anyone who’s interested to attend and look into getting a copy.

 

Presentations

A presentation will be made by Alina Grzejszczak, Committee Member, about Preventing Theft and Vandalism of Bicycles. The slide deck is with the agenda, and gives good examples of the challenges people face when locking up their bike.

 

Reports

Kevin Montgomery, Committee Co-Chair, has included a report for the Brampton Cycling Advisory Committee Draft 2015/2016 Work Plan. It outlines the key goals for 2015/2016 under a “Go For Bronze” strategy.
