BCAC Minutes – March 17, 2016

The minutes from the March 17, 2016 Brampton Cycling Advisory Committee meeting are published.

Delegations and Presentations

The Committee received a delegation from Ranjana Mitra and Sarah Verma of the Community Environment Alliance RE: Community Bike Centre Programs and Initiatives. Sarah and Ranjana provided information on the Community Bike Centre programs and initiatives, including the history and background, mandate, milestones, and partnerships collaborations.

Committee consideration of the matter included questions about cycling workshops and events, fundraising, and promotional efforts.

 

New Business and Information Items

The Committee received an update from Alina Grzejszczak, Member, RE: CANBIKE Instructor Course. Alina noted that all enrolled members passed the exam and may take the certification course (First Aid, Ontario Cycling Association Membership, and course shadowing) on their own time if they wish.

Committee consideration of the matter included a suggestion that certified members run the Bike Rodeo event at Bike the Creek. The programs subcommittee will consider the suggestion and bring forward a motion at a future meeting.

Committee held a discussion at the request of Gaspard Ndayishimiye, Member, RE: Transformation of Maintenance Strips into Cycling Lanes. Gaspard suggested that to reduce cyclist/automobile collisions, consideration should be given to converting maintenance strips to bicycle lanes. Committee consideration of the matter included:

  • Purpose and quality of maintenance strips
  • Cycling lane safety, including signage and spacing
  • Maintenance of multi-use paths and cycling lanes
  • Creation of direct routes for cyclist commuter traffic

In response to questions from Committee, staff noted that maintenance strips do not meet the design criteria to be safely converted to cycling infrastructure. Current provincial guidelines identify requirements for the development of proper cycling infrastructure within roads. An aim in the City’s Active Transportation Master Plan is to check older infrastructure within the City’s boulevards with the intent of repurposing it for active transportation, if it is deemed safe. Committee will be asked to give advice on future active transportation developments.

Kevin Montgomery, Co-Chair, requested discussion RE: Proclamation Request Forms – Motion for Co-Chair(s) to submit Proclamation Request. Committee consideration of the matter included consensus that Kevin Montgomery, Co-Chair, submit a proclamation and announcement request to formally recognize June as Bike Month and announce upcoming cycling events. The following motion was considered:

  1. That Kevin Montgomery, Co-Chair, submit an announcement request for the April 13, 2016 Council meeting, regarding upcoming cycling events.
  2. That Kevin Montgomery, Co-Chair, submit a proclamation request to formally recognize June as Bike Month within the City of Brampton.

Kevin also requested a discussion RE: Bike Month

In response to questions from Committee, staff noted that logos on the main page of Bike Month’s website belong to sponsors. Committee may discuss sponsoring Bike Month events during the 2017 budget planning. Committee consideration of the matter included consensus to have the Programs Subcommittee work with staff and Walk and Roll Peel to organize an event for Bike to Work Day. The following motion was considered:

  • That the Programs Subcommittee work with City of Brampton staff and Walk and Roll Peel to organize an event and ride for Bike to Work Day.

 

Question Period

Dayle Laing, Member, noted that an update on Bike the Creek will be provided at the next meeting and registration is open for members who wish to volunteer at the event.
